The Southern Ocean krill fishery has become one of the most closely watched issues in Antarctic governance. On 12 August, the fishery reached its 620,000-tonne catch trigger and closed for the second consecutive year before the end of the season, bringing renewed scrutiny to how one of the world’s most important marine resources is managed.
Krill, the small crustaceans that form the foundation of the Antarctic food web, support whales, penguins, seals, seabirds and numerous fish species. The catch trigger was designed as a precautionary safeguard, intended to keep overall harvesting at a level considered sustainable. Yet many scientists argue that the debate is no longer only about how much krill is being caught, but where and when those catches occur.
British Antarctic Survey marine ecologist Simeon Hill has warned that the existing catch limit is regarded as low risk only when fishing effort is spread across the wider region rather than focused on ecologically sensitive locations and seasons. He has described the current concentration of catches as unprecedented, raising concerns about potential impacts on wildlife that depend on dense local krill aggregations.
The controversy has been sharpened by a regulatory gap. A measure that previously helped distribute fishing activity across different management areas expired in 2024. During discussions in 2025, members of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) were unable either to restore that arrangement or agree on a replacement. As a result, concerns have grown that fishing pressure is becoming increasingly concentrated around key feeding grounds near the Antarctic Peninsula.
This sets the stage for CCAMLR-45 in October, a meeting that Britain will chair. The challenge for the United Kingdom will be whether it can help broker consensus on a new spatial management approach. Success would demonstrate that CCAMLR remains capable of precautionary, science-based governance. Failure would deepen questions about whether the organisation can keep pace with the rapidly expanding race for Antarctic krill.
